Entry regime to Ukraine for foreign citizens

Foreign citizens and stateless persons may enter Ukraine in accordance with the visa regime applicable to their citizenship and the requirements established by Ukrainian legislation.

Visa-free or visa-required entry

The entry regime depends on the traveller’s citizenship.

Citizens of a number of countries may enter Ukraine without a visa, generally for a stay of up to 90 days within a 180-day period, unless otherwise provided for by an international agreement or Ukrainian legislation.

Citizens of countries subject to visa requirements must obtain the appropriate Ukrainian visa before travelling.

Documents required for entry

When entering Ukraine, a foreign citizen should have:

a valid passport or other travel document recognised by Ukraine;
a valid Ukrainian visa, if required for citizens of the respective country;
documents confirming the purpose of the planned stay, where applicable;
sufficient financial means for the period of the intended stay and for returning to the country of residence or travelling onward to a third country.

During border control, officers of the State Border Guard Service of Ukraine may verify the traveller’s documents, purpose and duration of stay, as well as compliance with other entry requirements.

The final decision on admission to the territory of Ukraine is taken by the State Border Guard Service of Ukraine in accordance with Ukrainian legislation.

Duration of stay

For foreign citizens who enjoy a visa-free regime with Ukraine, the permitted duration of stay is generally up to 90 days within any 180-day period, unless a different period is established for citizens of a particular country.

The same 90/180-day rule generally applies to holders of short-term C-type visas.

Foreign citizens planning to stay in Ukraine for more than 90 days should have an appropriate legal basis for long-term stay and, where required, obtain a D-type visa before applying for a temporary residence permit in Ukraine.

Important security information

Martial law remains in force in Ukraine due to the ongoing full-scale armed aggression of the Russian Federation against Ukraine.

Foreign citizens planning to travel to Ukraine should carefully assess the current security situation and take into account possible air-raid alerts, curfews, restrictions introduced under martial law and changes in the operation of infrastructure and border crossing points.

Before travelling, foreign citizens are strongly advised to:

check the latest security recommendations issued by the authorities of their country of citizenship;
verify the current rules for crossing the Ukrainian state border;
obtain appropriate travel and medical insurance, taking into account the conditions applicable during wartime;
familiarise themselves with local security rules and curfew regulations in the region of their intended stay.

Step 4. Pay the fee (85 USD) online by MasterCard/Visa card.

All e-Visa applications are processed within 9 business days.

e-Visa or visa refusal letter is sent to the applicant’s email address in pdf format.

e-Visas are issued as single entry visas valid for up to 30 days.

All applicants should submit their printed e-Visas (along with their valid travel documents) to Ukraine’s State Border Guard Service officers when entering Ukraine.

VISA TIPES

Ukrainian visas are issued within 3 types:

transit (B type) visas. B type visas are issued in cases where a foreigner/stateless person intends to transit through Ukraine and each transit period does not exceed 5 days. B type visas are issued as single / double / multiple entry visas valid for a maximum of 1 year or another period depending on supporting documents.
short-term (C type) visas. C type visas are issued in cases where a foreigner/stateless person intends to stay in Ukraine for up to 90 days within every 180 days. C type visas are issued as single / double / multiple entry visas valid for 6 months or another period depending on supporting documents but cannot be issued for more than a 5 year-term.
long-term (D type) visas. D type visas are issued in cases where a foreigner/stateless person intends to apply for a temporary residence permit to stay in Ukraine for more than 90 days. D type visas are issued as multiple entry visas valid for 90 days.

HOW TO APPLY

1. Ukraine's Embassies or Consulates abroad. Every foreigner or a stateless person who is required to have an entry Ukrainian visa may apply for her/his visa to the relevant Ukraine's Embassy or Consulate no earlier than 3 months before the date of the planned entry to Ukraine.

2. MFA visa divisions at border check points at "Boryspil" and "Odesa" international airports in certain cases (emergency visa on arrival). Detailed information may be found here.

3. one of Ukraine's 56 Visa Application Centres abroad. VACs receive visa applications from foreigners and stateless persons residing in VACs location countries only - list of operating VACs may be found here.

4. online via the evisa.mfa.gov.ua/ MFA website (e-Visa applications only). E-Visas are issued to foreigners-holders of passports of 52 specified countries as single entry 30-day visas under these 6 categories (as per the purpose of travel to Ukraine):

business;
private;
tourism;
medical treatment;
cultural / scientific / educational / sports activities;
foreign mass media staff visits.

VISA APPLICATION REGISTRATION

MFA’s advice to all applicants is to fill in and register their visa applications for the relevant Embassy/Consulate/MFA division at an airport/Visa Centre online at visa.mfa.gov.ua.

Registering, printing, signing and bringing your visa application form along with your supporting documents will make the application process easier and save your time.

VISA FEES

Ukraine’s Embassies/Consulates abroad charge $65.00 (basic visa fee) for processing visa applications via regular service. Fees are doubled for all applications filed upon expedited service.

Visa fees for certain visa types for applicants from certain countries might differ from basic visa fee above due to reciprocity principle. Please see reciprocal fees.

MFA visa divisions at border check points at "Boryspil" and "Odesa" international airports charge 2550 UAH fee (unless stipulated otherwise by Ukraine’s international treaties).

E-Visas are issued upon the $85.00 fee.

Fees are not refunded in case of visa refusal.

The entry of foreigners to the temporarily occupied territory of Ukraine

On June 4, 2015 the Cabinet of Ministers of Ukraine adopted the Resolution № 367 “Procedure for entry to the temporarily occupied territory of Ukraine and exit from it”, which regulates, apart from other things, the entry and exit of foreigners and stateless persons, taking into consideration the Law of Ukraine “On guaranteeing the rights and freedoms of citizens and the legal regime on the temporarily occupied territory of Ukraine”.

According to the Procedure the entry of foreigners and stateless persons to the temporarily occupied territory of Ukraine and exit from it is allowed only through the checkpoints foreseen by this Procedure with presenting a valid passport and special permission issued by the territorial body of the State Migration Service of Ukraine.

The list of checkpoints is listed in Appendix 1 to the Procedure. Persons, violating the order of entry to and exit from the temporarily occupied territory of Ukraine, set by this Procedure, will be brought to justice.
